Our client, a Further Education College specialising in land-based training, is looking to recruit a Facilities and Safety Coordinator to be responsible primarily for facilities management at the College’s London based centres: Gunnersbury Park and sub-centres, Regent’s Park, Crystal Palace, Forty Hall and joint partnership arrangements with Barking College, and assisting with health and safety across the college.

Capel Manor College based in Greater London, is a Centre of Vocational Excellence for Horticulture, Landscaping and Garden Design, Floristry, Business Enterprise, Animal Care and Saddlery.

Description of duties

Reporting to the Director of Estates and Buildings, main duties and responsibilities:

  • Co-ordinating and organising routine day to day maintenance, cleaning contracts and repair work with College contractors and assist the Director of Estates to deliver programmed planned maintenance or special project work activity at the Centres (not Enfield campus).
  • Co-ordinating and organising routine servicing contracts, emergency call outs, electrical and portable testing of mobile and static systems, appliances etc. at the Centres.
  • Liaising with contractors (and college staff as appropriate) about repairs to electrical, mechanical, security and alarm systems and telephone and data cabling equipment, as directed by the Director of Estates and Buildings, to include engineer call-outs to faults.
  • Maintain College estate records related to Centres (not Enfield) and oversee control of allocated budgets as required by the Director of Estates and Buildings.
  • Maintaining spreadsheets and databases of gas and electric meter readings and repairs for facilitate tracking and monitoring of progress.  Keep individuals and client groups informed of the status and priority of work reported for repair, via the IT helpdesk reporting system.
  • Under the direction of the Director of Estates and Buildings, organise contractors to undertake periodic PAT testing of portable equipment and periodic electrical circuit testing at the all centres other than Enfield.
  • Regularly attend Centre organised staff/student Focus Groups, centre team meetings, Estates and Health & Safety meetings.
  • Support and advise Centre Managers/Administrators, Heads of School, Section Managers and staff based at the Centres across all College sites on Health and Safety compliance and delivery.
  • Liaise, advise and support Centre staff to carry out regular “walk through” safety audits, fire alarm checks and Centre/Section related risk assessment reviews.
  • Investigate any accidents arising at the Centres, to inform and support information to the Health & Safety Working Group Committees’ accident reporting procedure.
  • Oversee a regular annual programme to train and induct new staff.
  • Assist the Director of Estates to develop and maintain Health and Safety policy, procedures and systems.
  • Assist the Director of Estates to prepare information and reports presented to the College Health & Safety Committees (5 times per annum).
  • Liaise with the Site Safety Facilities Co-ordinator/Safety Champion (Enfield Campus) in relation to technical Heath & Safety support, Riddor/accident reporting and knowledge sharing in respect of cross College facilities co-ordination and maintenance works.

Experience / Qualifications

Successful candidates will need the following qualifications, experience and track record:

  • Sound experience of facilities management, particularly routine building maintenance and/or building project works.
  • Developing effective working relationship with staff across a variety of levels and providing sound customer service.
  • Successful external liaison to achieve planned outcomes.
  • NEBOSH Tech. Sp. or IOSH Diploma Part 1 or equivalent professional Health and Safety qualification
  • Experience of working in mixed discipline areas of work undertaking a technical health and safety role as part of an organisation’s safety culture.
  • Experience of identifying and implementing health and safety and improvements in building facilities.
  • Contributing to the development/review of Health and Safety policies, procedures and systems.
  • Using a range of IT applications (e.g. word processing, spreadsheets, databases, internet).

Special Knowledge and Job Requirements:

  • Ability to manage a budget, supervise and work with staff, contributing as appropriate to ensure smooth operational delivery of the College’s services at the Centres.
  • Ability to manage projects and anticipate customer problems.
  • Technical knowledge of health & safety principles and practices, within a medium to large organisation.
  • Ability to combine health and safety knowledge with discipline of facilities management/co-ordination.
  • Ability to carry out Health and Safety assessments including DSE/Workstation assessments and Pregnancy risk assessments.
  • Sound knowledge of risk assessment and risk management
  • Ability to deliver Health & Safety training sessions (e.g. to induct staff or to develop specific Health and Safety knowledge and understanding).
  • Ability to manage a budget
  • An understanding of and commitment to Diversity & Equality.

  • Willingness and ability to work outside of normal office hours on occasion (time off in lieu will be granted).
  • Willingness to work flexibly in response to changing organisational requirements.
